19 yr old blue point himalayan

I have a 19 yr old himalayan that i've had since he was 4. He has never had any problems beside's the normal hairball every now and then. he was a very anti-social cat when we got him, loved to be petted while in the bathroom but other than that he wanted nothing to do with anyone. A little over 2 years ago my mom past away and the cat was ignored by my brother, well my brother decided the cat was too much trouble and so I took him. Wesley has become the happiest cat in the world he gets all the attention he wants and more.

Now onto the reason i'm writing....a week ago i noticed he wasn't using the litter box, but he wasn't going to the bathroom anywhere in the house, i also noticed he wasn't eating hardly any food or drinking any water....but he would drink his cat milk. still nothing in the litter box....so 2 days ago i changed him to wet food thinking maybe he could eat the softer food since he is getting older.....low and behold it must of worked cause i found a small mess on the floor this morning.....it was small and kinda black poop and hard....should i take him to the vet or what could be wrong with him?
