Loss of hair around nose

Bootsey has loss of hair around his nose.  Other places on his body are ok but he scratches a lot.  The vet said it's not ringworm , fleas or anything he could figure out.  Might be food alergy, I changed food.  Might be just alergic to pollen, on meds which don't help,  So far nothing has helped.  Has anyone else had any experience with this situation?  I would appreciate any help.
